ive seen similar problems like this, happen when a battery dies, and the owner uses a car to jump start the quad.
Its safe to do if the car is off, but if the car or truck is running, you can do a lot of electrical damage to the quad.
i agree with TNT, swap out the ecm with a known good one, and try disconnecting you PC5.
I just worked on an R1 that wouldnt go over 5k rpm, took the PC off, ran fine.

There is a 7000rpm rev limit and fuel shut off mode due to a TPS or internal memory error in the ECM you may be experiencing at 1/4+, until you can get the ECM in this fault mode everything is fine. May explain why the quad surges then starts to shut down after 1/4tp for protection.

Before you do anything else .... unhook the pc 5 and go back to stock .....
If it runs fine , you know where your problem is
we have had similar issues, 1 time the pc 5 had water in it, the others ... we had to re-map the thing 2-3 times .

im just gona do the relays now. the kid has an 08 can i swap the ecms?
if i take of the pc5 it wont run for shit cuz i put in some place 35 % more fuel to it?
hey what compression piston are yall running with e85?

I'd take a real close look at the PC5 wire harness for difficult to see small nicks or cuts that can short to ground cause overly rich conditions, hesitation, stalling, etc….You may want to reload the firmware and flash it, recalibrate the TPS and speed(if equiped). The 08/09 ECM/relays are interchangeable, swap. If it still does it swap out the TPS recheck it to zero if possible or just go test ride. Although a bad PC5 can have internal memory errors too, everything seems to pointing to your ECM/TPS/PC5.
